It's all screwed in. The screws on the mud flaps actually screwed in right into the rear lip. Also there's 4 screws on the bottom to attach the diffuser to the bottom of the rear bumper.

The screws are pretty well hidden so you'll not notice it unless you crawl underneath.

No it doesn't come pre-painted. You've to paint it or have a body shop do it for you.

Whoops I searched...ARS haha...definitely gonna have to grab one of those!
