3k at most the turbo is spooled easily there.
In the evo its 4k, freaking turbo lag makes it soo weak..

If you're just puttering around town, why let MIVEC kick in? Hell you guys would think I drive like a wuss around town, I usually shift below 3000 RPM.

i don't buy that. as long as you're not hitting the rev limiter you should be fine. i've redlined my EVO IX MR pretty much every time it moves for the past 118,000 miles and the tranny is still fine. shifts like the day i bought it. same thing can be said with my honda accord EX. it's got an automatic, but when driving it i redlined it every time i moved and after 130,000 miles, it's still going with no problems.

If you shift properly, it's alright but if something goes wrong, let's say you don't lift entirely or you get on the gas too quickly, you can start breaking things.

that means you shouldn't be driving a manual transmission in the first place, but that's really irrelevant in this case because there's no lifting associated with shifting the ralliart's TC-SST. so redline away. the only thing you'll hurt is your gas mileage.
