That's really a no brainer.
How a GTR got into the mix is dumb.
The OP is questioning his deal about an STI.

i will probably get the WRX cuz it has the manual
plus the handling feel is bias towards oversteer
but RA handling is bias towards understeer

doesn't matter if it shifts faster than a human can
i enjoy driving stick and the feeling of going thru the gears

OP, if you like a third pedal and the feel of a stick then go for the WRX. These are two very different driving machines no matter how you compare them. Each vehicle will have it's strengths and weaknesses. DD or track, power and handling, comfort and convenience, looks and style.
One thing is for sure, with a TC-SST you will NEVER have to worry about missing a gear.

As for the comparison the AWD in the RA is better but due to the sucky wheel/tires u won't get the great performance it has. The WRX on the other hand has a decent wheel/tire package and is quite a bit faster. But the styling does nothing for me even if it is stick so i bought the RA and i do not regret my decision.
That's weird, because it was my understanding that the R/A setup is more prone to oversteer, while the WRX was prone to understeer.

Who knows though, the WRX still handles much better because of the craptastic OEM tires of the RA. If you put bridgestone potenzas on there you will see the RA nearly match or beat the wrx in the slalom/brake test ect. I can only imagine if it had tires wide enough for it like some 235s. I am not saying the RA is better, but it can do better for little investment. Whatever that means to you is you and your business.

Motor trend said it was the other way around due to the electronically controlled center dif in the RA.
Who knows though, the WRX still handles much better because of the craptastic OEM tires of the RA. I'm gonna say it b4 Amby does. It's not stock vs stock if u change out the tires. 235's can fit the RA but not on the stock wheels.
Now if you start throwing bigger wheels into the mix 235-245's then I would not consider it stock.
I consider my 240 to be bone stock, yet I've had 4 different brands/types of tires on it over the years.
