Ef you error P0420
You asking the TB as in throttle body?!?! Unless you're talking about the down pipe since you are talking about the P0420 which is the O2 sensor.. is this in place or removed?
BTW..I have noticed you are from MA, where about you from cuz I am from MA as well. I am in the south coast area. And we have same car/year/color.
there's no test pipe, i got the ceramic cat. plus i said ef you error P0420 cus i had gotten a "nice-fat-black-R" on my front windshield. It went off today, brought it to the same guy and he gave me a new sticker.
Well that sucked and I know how MA is. It is a total joke and doing the same stupid rules as Cali's emission system as in CARB. MARB for MA!! Good thing it went off and it passed.
I figured out a way around this. I'm not sure if you need to do the this extra step but I did the "spark plug anti-foulers" trick (Just the one around the O2 itself) and also purchased stainless steel wool and stuffed a small amount in the O2 housing. Worked like a charm. I'm sure it will work for you too.
PM me and let me know if it helped.

what i did was i bought 2 anti foulers from ebay. drilled the 1st one out with a 1/2" drill bit so my o2 sensor would be able to screw into it. then i screwed anti fouler and o2 sensor into the one that wasn't drilled and screwed everything back into the cat. i had it done for about 2yrs and still no code. i tried rrm cel eliminator and didn't work at all. this is the only thing that worked for me. after you're done clear the code and shouldn't come back
I only drilled out the one and never used the sencond. Then I stuffed the ss wool in chamber. The point is you may need to try different things to eliminate the code but with enough persistence you will overcome. Good luck.
I Just stuffed a little bit of stainless chore boy (stainless steel wool, thick ribbon, often found in the grill section of your local home depot) into the area between the hole in the pipe and the tip of the sensor.
Code:
<table name="DTC P0139 Disable 0x1 -> 0x0 Oxygen Sensor Circuit Slow Response (Bank1, Sensor2)" address="503bc" category="Misc" type="1D" scaling="Hex8"/>
