Keep in mind, stock X turbo is capable of low 12 second passes (which is what you mentioned you were after) in a well-sorted car. Ported stock X turbo on e85 can run 11's
If the turbo isn't the weak link (the tranny seems to be), how does going with a bigger turbo help him? Wouldn't it shift his whole powerband to the right also, making the car less fun to drive at the same power levels? I really don't think he needs the bigger turbo to reach his goals.

The transmission isn't that weak. There are plenty of people out there that are putting more power through the SST than this guy wants to make. Bryan (razorlab), the GST basemap creator, for example, just stated that he's putting 400awhp to the ground without problems with the stock long block and stock transmission.

I recognize that going faster, or "going big or going home" is exciting. I'm also aware that he can probably extract more power out of the car with a bigger turbo, and run a tune that keeps his tq numbers nice and safe while still making more power. However, he is still shifting that powerband more and more to the right. If you make 50 more awhp, but you have to spool up 500rpm later to do it, there are obviously tradeoffs involved that may not necessarily translate to a more fun car to drive. Just an observation, take it for what its worth. There's also no guarantee that it'll make him all that much faster in the 1/4, though he'll likely trap at a higher speed.
There's also nothing wrong with saving some money and seeing what the guys at spec-ops are able to do with the car as it is with the new motor and new tune in it.

I realize the guys at spec-ops may know what they are doing. Same with Razorlab. AMS blew out the clutches on their vehicle running 300tq in about 5-6 months. This was on an fp red making about 350whp. Given the experiences are mixed, it sounds to me like a "luck of the draw" sort of deal. That thread is an interesting read. Have there been any more breakthroughs with the tuning for tcsst (tcu)?

1 or 2 things may have changed since then
No, those number were on stock RA CBE (stupidly small). When he upgraded to a full 3" the fuel system maxed out at 400 (more to be had when new injectors are acquired). Let alone that dyno is insanely.....stingy with numbers.
