Try progressive they don't look at the model type (es, gts, RA, or Evo) all they care about is that it's a lancer. I'm 22, I have 1 speeding ticket, and still pay $191 a month -_-

I switched about a year ago because it was a different state. Definatly shop around. If you have a Costco membership their insurance (ameriprise) ended up being the best for me and my fiance. If you live in California or Oregon I know a lot of evo guys use Wawanesa Insurance as there rates are pretty good, I was quoted 1500 for 12 mo for a 2011 ralliart, clean record 33yrs, 500 deductable 300/100 coverage.

Got a quote on a 2013 RA WW base model, I'm 23, married and have a clean record and Geico wanted $144/month for max full coverage and $500 deductible and the mechanical plan, basically means so long as you buy your car new, for as long as you have it any mechanical issue not covered by warranty Geico will pay to fix it.

Under my parents insurance, without me listed as a driver, it would be around 80 a month. I am still awaiting quote for if I was a driver. I am only 15 now (turn 16 soon though) so no permit, no license number to give.
