What am I getting into?
In the process of buying a used 2013 Lancer Ralliart for 12k with 134,000 miles on. Was regularly maintained by what the car fax reports and is mostly stock other than exaust, suspension, and a base map tune (not entirely sure what this means either). What should i be concerned about and what should I lookout for when I buy it? Any maintenece advice and tips to properly maintain a car like this?
That’s extremely expensive for that mileage. I’ve bought about 4 Ralliart’s with similar mileage for under 4k. If the transmission is original, that’s gonna be your biggest coming expense as it’s on borrowed time especially if it’s been tuned and beaten on.
FWIW, I just picked up a 95k mile 2009 for $2200
keep looking lol

OP, these transmissions are expensive AF to maintain(relatively speaking), and ridiculous to repair. For argument’s sake, let's just say the car is worth 10k. There isn't really a "repair" that the transmission could need that wouldn't total the car*. To add to that, IMO there are only a handful of places in the country that have a proven record of working on these transmissions.
*I'm sure someone can think of something....I'm thinking more about the common issues.
