Fitment issues aside, how does it go as far as CELs is concerned?

The downpipe and the cat/test pipe are the same on both '09+ Ralliart and the Evo X. I have an Evo X downpipe on my Ralliart as we speak.

You are.

EVO X Testpipe fits BOTH RA and X. The difference you see above is a design choice. The OEM cat (on both cars) have a bend to it. As a result the Rexspeed follows the same bend. I know of other manufacturers that do the same - CP-E, and I think Speed Circuit. The ones that are straight test pipes (like UR and AMS) use angled flanges to get the same fitment.

I hope this clarifies everything.

If the Evo X and RA downpipes are the same, why is an Evo downpipe on the 'Complete List of Parts for the Evo X Turbo Swap" thread that is stickied?

What you are confused about is the O2 Housing (sometimes known as Long) Downpipe. The ones that are the same are the Short Downpipes which is O2 housing back. The Long downpipe saves u the trouble of buying the O2 housing when doing the X-swap as the O2 housing is different in both cars.
