I don't think it's that bad. I think the reason why it looks odd is cause the factory holes are 2" too low so instead of the bumper being right where the plastic is, it's covering the top 2" of the mesh for the intercooler. What I did was drill 2 holes about 2" from the top of my plate and installed it directly into the bumper. It's pretty centered and doesn't look bad at all IMHO.

yessir. they use rubber inserts with threaded ends at the backs so you dont have to remove the bumper.

Thanks mate, I finally got the threaded rubber inserts from my dealer (wonder why they couldn't give them to me in the beginning..). I still had to find screws myself but now it's done:

my dealership didn't pre-install the rubber expansion nuts on my car when i got it, and I was thankful they did not do that. They did it on the '08 Lancer GTS I bought from them in '08 and it irritated me, because it requires them to drill to big holes in the bumper. They put it in the center on the '08 I had. When I bought my RA, they didn't do that, and I was thankful, because it allowed me to order a OEM EvoX front plate mount for my car and not have to worry about there being to big holes in the center of my front bumper...

The EvoX one "fits"... just not perfectly. The ridges where the bumper curves around to the side of the car stick out further on the Evo X than it does on RA's, so there's a bit of a gap at the ridge area (about 1/8 to 1/4 inch gap), the rest of it fits fine. Plus it's black plastic so it kind of hides the gap.

I bought mine from mitsubishiparts.net for about $32+shipping
