Whats the best advice for passing emissions in a state that uses the OBDII to pass you??? (besides removing the AEM from the car)

The nice thing about VA is that not all the countys require an emissions test.

When you register the car just claim it's garaged in another emission exempt county. I've been doing this for about the last 8 years and so have quite a few others i know without issues. It's a nice little loop hole in the system.
