The main place that tunes Evos is Garage R. Main HKS dealer in Singapore. It is situated in Tagore Lane, but it is somewhat hard to find and I don't know if most taxi drivers will know the way.
There's another place called ST Powered that tunes Evos. website : http://www.stpowered.com.sg/
Lots of other places besides, but they may not all be good. There are a few major car workshop/mechanic/tuner "hubs". Ang Mo Kio Autopoint, Sin Ming Autocare and the nearby Industrial Estate, Paya Ubi industrial estate and Northlink building at Admiralty.
The latter place has a really good Subaru tuning shop (BKS), and I've done up my WRX there. There is another shop in the same building called GMS (Gan Motor Sports) that sells Evo parts, and my dad bought an ARC FMIC from there for his Evo VII GT-A.
