Question Getting the most from my lancer

Ive got, well, what it says on the left there, a 1.8 2000 Model 4door Lancer GLi, Automatic, and Im only now looking to do some mods.

Ideally, I'd like to get it up to around 100kw, and lighten it up a fair bit, around 300-400kg lighter. but for reasons unkown, no places that Ive seen on the web will show me the prices of any of the products, and Ive had to rely on ebay of all places for price references, which isn't the most reliable place for base prices.

On the shopping list is extractors, exhasust setup, lowering to a fairly low ride height, but not the "im scraping my exhaust over speedbumps" lowering, and finally some more advanced brakes. Oh, and hopefully, hopefully changing to all acrylic windows, but obviously thats going to set me back a bit from what Ive heard.

Im not an exactly, "large" budget (I might be able to scrounge up say $200 in 2 months if Im lucky), but I have patience, so I can wait for the more epxensive stuff.

But yeah, what I need is a few ideas and reccomendations as to what to put into the Lancer, and what brands to use. Oh, and what to look out for if anything.
I just want it to be as fast as possible around corners, but stable over higher speeds. (190km/h please, but if its going to do those kinds of speeds, should I keep its current weight?)

Thanks
