Unfortunately yes. I recently sent an email to NRMA detailing the mods to my car and they sent a reply detailing that they do not underwrite any cars that are turbocharged or supercharged. This sounded a bit strange. They must lose a lot of customers with WRXs

In the second last issue of SPEED (the issue before the current one) there is an article about insurance. Of interest is the fact that insuring the car in your parents name, actually ends up costing you money instead of saving it.
If you are looking for insurance, try Shannons. I've heard they are good.

The only ones that would insure me with a turbo was Just Cars- $2200 unlimited mods. That was at 20yrs insured for 2.5 yrs without a claim.
