It's going to be very tough. In the end, you'll probably going to lose.
From experience seeing my local DSM'er racing for a prize money on the track, turbo SI's tend to squeak out a win against GSX's . . . DSM wins from the first two gears but can't hold off Vtec at its height in performance. Aftermarket clutch and cams would help the civic.
BTW: I have seen 14 sec civic hybrids. They are rare, but I know they exixt even faster ones.
