Fastest non-EVO Lancer?
While an evo is out of a lot of people's range, Warrtalon does raise a good point. If all you want to do is run fast times, buy a different car. Unfortunately that is really the only option unless you have a lot of money and are just doing this for the fun of it. A used WRX is an idea, as is a used SRT-4. You could also go for older mustangs and camaros if you just want to drag race.
Ok, that would almost be a legitimate argument if I had spent more on the actual car. It might be anyway. But I bought the car for $4,500 with only 45,000 miles on it. It was a pretty good deal, and if I drop $10k like stated in an earlier post that only takes me to about $15k. If I would buy an evo, even used, I'm guessing it would be about $25k plus the $2k in mods you're talking about to get mid 11's. Furthermore, that would also be nothing out of the ordinary to do the same thing as everyone else in the drag race thread. If I could get an ES to do that same feat it might stand out a little more. Correct if I'm wrong about anything, I'm always open for suggestions.
Here's how I see it, for every one second from 13 you want to run in the 1/4 mile, it'll cost you at least another 5000$ on top of the 5000$-8000$ needed to get a basic turbo kit and bolt ons. TNote this only applies to the engine, suspension, exterior and tires are completely separate from this. This means to run 12s you'll have to spend 10000$ total on just the engine, for 11s 15000$ on just the engine. The RRM shop car isn't even in the 11s and they have complete shop support. You can get a used evo for probably mid to low 20s, which isn't bad. Tack on the 2000$ and you'll have a roughly 27000$ car that can run 11s consistently without massive torque steer and wheel spin, without ungodly turbo lag and that can bang through the corners like a go kart. If you have the money this is clearly the best way to go.

If your only goal is to be able to blast down the 1/4 mile as fast as possible, buy a second car. Hell you could get a honda hatchback, do a motor swap and/or turbo kit and be able to pop off 12s with ease.

You can almost get a BRAND NEW Evo IX RS for 25k. A used 03-05 Evo should be much less, especially if you get an 04-05 RS. Yes, it may not be "different," but there's a damn good reason, and that's because the Evo was built in all phases to handle power like that. There's a lot more to making a Lancer ES fast than just giving it horsepower. You would also have to upgrade a lot more throughout the entire drivetrain to be able to handle that much power on a regular basis. That's when it becomes quite a burden, because an 11-sec Evo with the stock turbo and motor is a lot more reliable (in theory) than an 11-sec Lancer ES with every single part upgraded.
As mentioned, you can take a cheap Honda and make it fast in a hurry for much less money, and rankly, it would look a lot better than a Lancer ES, but it wouldn't be 'different." If being different is your main motivation, then maybe you should go for it...

Unfortunately, I'm pretty sure that if I bought a Honda it would never make it home because my friends would blow it up =\. I would like to do something different, but if it's going to be completely infeasible I'm obviously going to have to forget about the idea. I mainly want to accomplish this goal because most of the people around here with more expensive cars (muscle cars, even some Evo guys) are complete *******s, especially SRT-4 guys in this area. If I could smoke them in a Lancer ES they would have no idea wth is going on.

You also would need to strip your interior of seats, speakers, non-essential wiring, headliner, carpetting, safety re-inforcements. With that being said, the RRM drag car is not a streetable car. It is not daily driven and it is in no way shape or form street-legal. If you want a fast street car I would suggest going with an evo or a honda like most other people have mentioned.

That'd be really cool if you could find the stats on that car. I'm not really ready to dump $10k in my car all at one time, it's not something that's going to be done all at once time, but in steps. Maybe more quickly if I could pick up a sponsor or two, but other than that it really depends on how bad I get screwed over by the ex.

Use the car for what it is meant to be. From past experience, both mine and friends you will never be happy with that car for what you want. It will never be able to perform to the twisted level you have estimated in your young head.
For the love of all car gods don't waste your time..... Save up and by a proper car to start with.
I hope that I have said something that gets through your thick skull and prevents you from wasting more money than an '03-'04 EVO would cost you on that f'ing Lancer.

Ok, just because I'm asking what would be necessary to do this doesn't necessarily mean I'm going to. I'm still debating if I want to do anymore performance upgrades at all and just go for visual, because I know it doesn't have the same potential as an evo or anything else for speed. I'm just asking how hard it would be. If you look at the earlier posts, the point is for the car to be different. I don't want to buy an Evo, take it to the track, and count how many there are with the same color paint. And I want to beat most of the muscle cars in this area with something they wouldn't expect. Obviously, buying an Evo will give me a lot faster car, but that's not necessarily what I'm trying to accomplish. So, my apologies for my thick skull, I'm not just going to drop it because you're saying it's very difficult to accomplish.
To add to Kareems post, you would also have to remove the body kit (unwanted weight and an aerodynamics killer). Again if all you want to do is beat people at the track, buy a different car. If you want to build the car because you enjoy the act by itself and don't really care who you can beat, then keep the lancer and mod away.

One thing you can do however, which is the route I personally decided to go is to invest in a high-end, properly tuned suspension setup that will help your car's handling on a track. Sure my car will be eaten alive by an evo in a straight line, but I have passed a few evos on a track. Learn to drive your lancer and you could do some amazing things with it.
Most people do not know that to acheive a fast track car there are 2 parts to the equation, the first part is a properly set-up vehicle. The second, and most important part, is a skilled driver who knows how to control the properly tuned vehicle. With that said I have seen corvettes and porches have their behinds handed to them on a gold platter by a ford escort, anything is possible with the right setup and the right skills.
