A friend of mine here in Puerto Rico has a 02 Lancer Rally and made a turbo system for it himself. He ran the 1/4 mile before the turbo and ran a best of 17.2. Then he took it after installing the turbo system with a bad clutch and a little bog out of the whole and ran a best, from only two runs, of 15.0. Sorry for not knowing the speeds of the 1/4 mile runs.
I think he dynoed his car at 192hp at the wheels at 8psi. Anyway, the car runs pretty quick.

I raced my friend's Prelude at River City Raceway (Seguin) and he ran a 13.84 compared to my 16.46. But he's got like $5000 under the hood alone... Not to mention body kit, rims, and everything else you can think of.. I love his car..
