7800 is default for all Dynoflashes unless otherwise specified by the user. Stock is 7600, so it's a raise of 200rpm. Mine is 8000rpm only by request.

It is certainly safe to rev to 7800. If you've never revved to 7600 on your car, which is the stock rev limiter, then you haven't driven it yet.

Your flash will cut out before you do dammage to your ride, I ride the revs high quite often, shift at 4-5Krpm. So far, so good.

You should shift at 7200rpm if going for perfect drag times, but if you're just taking one gear all the way out, then go ahead and rev a little higher. Don't go around rapping through the gears while shifting at 7600 every time, though, until you get cams.

From reading your previous post I thought that you were trying to say that shifting at 7600 was optimal for time, so thanks for clearing that up. It seems like the car loses power after 7k. Any truth to this? I'm so used to honda's gaining power all the way until redline, that it makes me think the evo is slow, although I know it's not.
