Here is the test that is found in the back of the federal handbook for E85 test procedures. Please note that one measures the water separately using a pipette and does not introduce the premeasured water into the 50 ml of E85 until the E85 is already in the cylinder and measured- the link below is not very clear about this measurement method. Only then does one add the premeasured 48 ml of water. WHY- because the water ethanol bond is so tight that volume is lost like pouring sand into large rocks! To do this differently will give you errors because you will add to much water just trying to hit 98 ml total. When done correctly the total volume in the end will only be about 94 ml from my recollection.
