Reputable tuner highly advises NOT to tune Evo VIII with e85
I don't see why you will need to get another tuner, he is right and Imo gave you good advice. Be advice that pushing a stock long block the way you want to push it may or may not result in a blown engine.

This is not completely true. I say completely because we all know anything can happen with any engine seeing higher HP and TQ. I ran 400hp with 380TQ on E85 with zero issues for 70k and it's still in one piece. I would be a little worried about this particular motor due to its high miles and not knowing what the other owner did to the car. Built transmission and transfer case lead me to believe it was beat on pretty good at one point.

reason why I said "it may or may not" yes anything can happen to any engine, but having a properly built engine with stronger parts will reduce your chances of blowing it up dramatically (unless is not tune properly). If he searches the forum he will find that its probably a 50/50 chance the engine won't survive for long. If you tune cars for a living you come to realize that as soon as an engine let go people start asking about it and doubting your skills; with that said I wouldn't want to be the tuner if I know the engine has a 50/50 chance its going to let go even though I might be doing my job properly. Now you are just showing your ignorance.
From the little bit of info you shared, you have a ways to go if you want 400hp. Intake, IC, IC piping, TB, IM, O2, DP, exhaust, injectors, ignition amplifier, and I'm sure I'm missing some other things. And if what you're running on can't do more than 21psi you're screwed anyway, IMHO.

Ive got the paper work to prove it & have a seat & put your foot into it
Like I said, been on this set up over 7 years & burned 100's of gallons of E85
The question was does walbro approve the 255 for e85? The answer I can find is no. While it may "work" it's not approved by the manufacturer and now your just being an ***.
