Dont know if there is enough 'MEAT' at the mouth of the IM to bore it out to that size.

I guess I can look and see tomorrow. The q45 is a little bigger than 3" right?

Well there are a few Q45s to use...80mm and 90mm as well as the normal 95. 80 would be slightly larger than 3".

You can drive around with no TPS and have excellent performance. It may only hamper idle control.

You think any of these could be made to work on the stock IM? Or is there maybe simply not enough space/room/material on the stock IM?

I've seen IM TB spacers made so you could run whatever size you want. One thing you need to make sure of is to have a smooth transition from TB to the IM or you could be defeating the purpose of the bigger TB. I think even the 65 mm bored stock TB have to have the IM opened up a little. You can find some spacers to look at on some of the aftermarket TB sites.

I found this company but I'm not sure how well they would work on the EVO intake. There spacer tries to create a vortex going into the manifold. I think it benefits NA cars more than Boosted. HELIX POWER TOWER PLUS THROTTLE BODY SPACER

Forced Induction cars are limited by the smallest orifice only. Like you said, vortex's only benefit a N/A setup really. It will help below boost, but if you want a Q45 TB, I doubt you care about it lol.
