PO125 issue

PO125 issue
Odd code here but, I'm getting a PO125 code. EVOScan shows it as excessive time to enter closed loop fuel control, however, I have found it also means insufficient coolant temperature for closed loop control.
My thought is a bum temperature sensor but, logs show it working correctly. I haven't touched any of the parameters within ECUFlash to adjust the crossover point of open to closed loop and back again.

FIC 750ccs
BC +1mm valves/springs
Street head porting
JMF sheetmetal IM (emissions sensors eliminated - culprit? Although I haven't found anything related here to the problem)
Anyone run into this before? - I've read elsewhere that the PO125 code is also a rich code and is pretty common when its running richer than necessary according to the ECU's fuel target adjustment range, if it falls outside of the ability to adjust, you get that code. The injectors are within +/-5% with idle/cruise afrs just a touch lean (low 15s).

Yeah, its an odd code. Off all the dozens and dozens of Evo motors I've built and tuned over the years I've never run into this before.
I'm going to do some digging in the service manual to see if I can find anything in there.
