USB Detection on PC

Have a question before I get angry about a cable I bought from a member here. Upon plugging in a 1.3 Tactrix cable is windows suppose to recognize it as it would any other USB device by saying "Found new Hardware" ?

If so mine does not do that. Tried 4 different PC's, XP, Vista, 7. Doesn't matter.

This cable appears to have rust on the inside of the USB end as well as a tiny bit on the outside. Could that be the problem? This is not a driver issue, everything is installed as needed but neither ECUFlash or EvoScan recognize the cable connected.

It should recognize that a cable is plugged in and then search for the drivers. If it doesn't even recognize that a cable is plugged in, well then.......
