IC Relay Function

Sorry for this noob question but what is the IC Relay function? (like ic relay timer, ic relay control vehicle speed, etc...) under misc?

Its for the Intercooler Watersprayers,

Although im having a hard time getting them to spray in auto mode adjusting those settings
