Canexican was having the same problem on his 2.3L only making 13-14psi at redline.

First find why your wastegate actuator is opening on a leak test and start from there if this doesn't solve the issue.

Maybe it's well connected but the solenoid valve leaks.

Unconnect it and check if the normally close port is leaking with pressure applied.
that's a good starting point

I'll try and do the leak test with ignition on (EBC on), to see what it will give
then I'll try with actuator connected strait to the J pipe nipple

to double check, when leak testing with ignition off/EBC off, its solenoid should no way let the air reach to the actuator ?

I've read on the Profec B and you probably have the normally open port connected to the turbo and the COM port connect to the wastegate. It would be a failsafe installation so: no power -> low boost. When the solenoid valve is activated, it shuts the wastegate port and boost can rise over WGA spring pressure.

After reading that I think that it might be completely normal for the WGA to open when solenoid valve isn't powered (if it's connected like this) .
So like you said, do the boost leak test without solenoid valve installed.

If you are 100% that your profec b is working, lower the "SET" and raise the "GAIN" for high RPM compensation (Maybe you already know how to tune it). If your Evo has no leak, I'd say that you acutally are at max boost with your S2/stroker. The solenoid valve duty cycle is maxed out at 100% and your turbo is too small.

that's the manual of Profec B SpecII I guess, I have an old Profec B, not specII but connection diagram is same as I see and I have connected it that way. mine doesn't have 'GAIN' button, it has just "wastegate response" sharp/mild adjuster instead of it. dunno if it is the same function
