Can't flash new ROM in?
OP1.3 or OP2.0.
If you measure voltage at the 12-pin connector on the car (without the flash interface plugged in), you will see ~5v. That's normal. When you plug the flash connector in, 12v goes IN from the OP2.0/1.3.
Are you sure it wouldn't be locked? Some amateur "Pro" tuners still do that. No response to any known code means that the init code isn't something the software recognizes, or there's absolutely no connection at all between the ecu and the OBD port/flash port. If you can log, but can't flash...then you either have a voltage issue, it's locked, or there is no 12v coming from your flash interface to the ecu.

Im ruling out the voltage issue, bc the battery is literally brand new and have started it and let it idle. I have the old tuned ROM and the INIT CODE is 0001, so idk how it could be locked. I have the 1.3 cable. I checked for voltage on the single pin coming outta the car, and it was 4.65v

. I'd check to see if there is 12v coming out of the 1.3 cable's flash wire when it's plugged into the OBD2 port. It's possible that it may have broken and gone dead...

Obd2 plugged in, getting .02v at the white connector unplugged. Im guessing the wire is damaged? Anyone repair these? Is there anyway it could be a blown fuse or something stupid?

Not sure who repairs them. You might have to send it back to Evoscan, or find an electrical repair shop nearby.
Another option is to connect 12v switched IGN power to the flash connector (in the car, not the one from the OP1.3) while you plug the cable into the OBD2 port. That'll put the ecu into boot mode just like it should be, and you can read/write to the ecu. A wire from the battery will work too, but be CERTAIN the voltage stays above 12v.
