Can't flash new ROM in?

I have tried to start the car (brand new battery), cable is plugged in correctly, and key in the ON position. Doesn't work, keep getting the "no response to any known code". I have tried using EcuFlash and Evoscan. I can LOG with evoscan but can't flash the new ROM in? Can anyone help? Thanks

I had the same problem last night, it was the low battery. Also like others have said, make sure the second connection is plugged in and make sure that wire is not loose. My wire pulled out during my first tuning session and I wrapped some electrical tape around it to make it more snug in the plastic

I have used this cable/laptop several times to flash my car before. BROKE4 yes it does, but I don't think its locked, if that's what your thinking. I tried wiggling it. Is there anyway I can test it with a volt meter?
