So my tuner and I used evoscan's virtual dyno for this, and it said I was only making 290whp and 276lbs of torque. The car has full 3" exhaust, 10.5 hotside, Wally fuel pump, Apexi intake, upper and lower I/c piping, hks 272's, Megan o2 dump, test pipe, mbc set at 24psi, and a cool looking spark plug cover. 
But seriously, that seems kinda low doesn't it? Or would that be accurate? I was thinking mid 300's???

you are on stock injectors i assume... don't worry i only made 291whp and 296wtq with my 9 turbo, 3" tbe, ebay CXracing IC, 255 walbro, injen intake/icp, boost solenoid set at 24psi stock injectors stock cams on 91 cali pump.... kinda dissapointed but ran a 12.7 107mph at sacramento for my best time
I'll be boost leak testing today, and yes that's on 93 octane. When I bought the car it was making 286awhp with a dyno graph to prove it. Since this I added cams, test pipe, and the o2 dump. Maybe there's just a God awful boost leak. Will post after the test.
Yeah, there could be a boost leak somewhere in your IC pipes and/or the throttle-body seals could be leaking which is a common occurrence on the Evo.
As for adding the HKS cams, as far as cams are concerned, those are mild cams. You're not going to see a big power gain with those.

I tend to disagree with people that arent fans of the HKS 272 They are a very solid cam and compliment a stock turbo broad powerband evo very nicely, They are usually worth 30-40WHP on stock turbo EVO8, and thats a pretty good chunk of power.
VR4 Definatly sounds like something is fishy, i noticed you didnt mention a upgraded DV or BOV in your mod list, they can really cause some power robbing issues if they are opening as they turn your turbo into a flamethrower making it work twice as hard, and heatsoaking the intercooler, causing you to run less timing to negate the heat. I had a metal one that was opening a LOT at about 24PSI on my car and caused some pretty rediculous power loss.
Also tuned an EVO9 last night that was getting surging/boost fluctuation in long rpm pulls that we ended up tracing back to the Stock DV opening and closing during pulls, Im starting to wonder if the springs in them get weaker and weaker as they are getting older.

sorry man i have to disagree, ive been on these forums since 2006 and i have never seen a pair of hks 272's add 30-40whp on a stock turbo 8.... and you wont find one if you search, what you will find though is gsc s2's and kelfords making 30-40whp on stock turbos and its usually closer to 30whp.
if you disagree then why are there so many threads about how much people gained when they switched from hks 272's to gsc s2's.
anyways to the thread starter, i suggest you talk to tscompusa he is a great tuner and always has consistant good results. I dont know who is tuning your car now but if they dont specialize in evos or only tune evo's id probably stay away. and +1 on the intercooler and i suggest going to 26psi, thats a pretty good level of boost and its not going to get you into any trouble with a competent tuner.

yea something isnt right then. i would do a boost leak test, maybe change the spark plugs, if you have the tools compression test the cyl. then if everything checks out new tuner you should be at-least 330whp
