No and if they do the driver is an idiot.
Last thing you want is someone in the back with a harness bar if you get in a wreck. lets just say, not a pretty thought.
Harness Bars look cool but really are only good for camera mounts,
other than that not a good idea.
Get a cage if you want a real bar setup.
btw: I have the Sparco Harness bar, but only use it for a camera mount.
So i take it out after my runs.

Safety related questions (e.g. harness, bars, cage, helmet, etc.) will always get you lots of very opinionated responses full of encouraging facts like "you are an idiot for even considering ..." but little factual data beyond what people think to be obviously common sense. It's kind of silly.
I don't know how far the body parts of a person in the rear seat will move in an impact while wearing a seat belt, and if there will be enough movement to bring them into contact with the harness bar. Unless you can get some usage recommendations based on test data from the manufacturer or a place like NCAP, I would err on the side of caution though and not let people use your rear seat.
Also, the same argument applies to having a harness bar installed while driving with the normal seat belt on (instead of the harness). The harness bar mounting point is within the range of movement of your head unless your are constraint in the seat with the harness and wearing helmet (just sit in the driver's seat, lock the 3-point seatbelt and try to touch the side pillar with your temple, you'll see what I mean).

You are missing the point. I personally also think that putting people into the back seat when a harness bar is installed is a bad idea. However, that's my opinion, and I could be wrong.
On the other hand, you are stating your opinion as fact, even though you have never seen / experienced it yourself, or have any data to back up your claim. If all you have is an opinion, then why try to make it look as if it was the capital T truth?

hear is one, if the rear passanger is wearing a seat belt, then there is no problems.. if there not wearing one and smash there head off of the bar, then good for them. should have been wearing a seatbelt.
