03 evo heat not working well
If the temp selector does not go all the way to hot then that would be the reason why the heat is warm not hot. You may have to take it apart to see it there is something blocking the temp selector or it may be a cable issue.
I had a ripped coolant hose that ran just under the throttle body. It had probably been slowly leaking for some time before it finally blew open. The first thing I noticed was that my heater was cold.

Well, if you never figure it out I would try "burping" the system. Real simple. With the engine cold start it up with the rad cap off. Turn the heat on. Let it run until it warms up almost normal. .. til the thermostat opens. Then make sure that the system is full and that the overflow tank is at the normal mark. Keep squeezing the lower rad. hose and this will work out the air bubbles. This may not be the "by the book" way, but it has worked for me on my wrx and evo.

im glad i found this thread. mine has been doing this. it used to work, it was just kinda hard to get all the way to hot. then it stopped going over to hot, now it only goes half way. when i put my gauges in, i tried looking for a problem but didnt know what i was looking at because i work at dodge and all data didnt help any.
