Evo 5 - Headlight/Wiring Issues

Hey guys

Just got a Mitsubishi Evolution 5 1998, and a couple things that require some attention. Firstly i'll note that it has aftermarket angel eye headlights, stereo wwith amp wire running from battery (not plugged into amp though) and a boost guage, as these are things i guess that could affect the answer.

On the inspection sheet, there was an entry saying:
Low Hi Stop light dull
or something along those lines

Basically i think that perhaps something has been wired up incorrectly. Sometimes the left headlight won't work at all.

To add to this, the lights seem not as bright as they should be, which came up on the inspection sheet.

Could anyone point me in the right direction? perhaps the stereo has been wired up incorrectly and caused some issues? or a bad earth?

How can i check these things ?
