No high beams or fog lights

No high beams or fog lights
just trying to see if i can grab some ideas here, i have a 9 and the high beams nor the foglights work, cannot flash high just lows, also intermittent wipers don't work either but i'm less worried about that and more worried about the fogs and high beams, checked bulbs they seem okay, but i get nothing when i press the switch for the fogs and nothing when i try to use the high beams... checked all the fuses and swapped relays around with no luck and now drawing a blank... any help appreciated
