Assuming it is installed correctly, if you are getting the whistle as pressure builds up, the spring is too loose and it is releasing too soon. Tighten the screw. If that is not the problem, possibly the rubber gasket inside of the BOV may not be seated properly.

ok problem solved...i turned the engine on and revved it while under the hood and there was a leak between the flange and the main part...tightened the bolts down and now no more leakk and it sounds like a bov should...thanks guys for the input
