New Headgasket prep process?

Ok I just wanted to get some advice on the best possible way to prep the block before installing yet another stock headgasket. I will be taking my cylinderhead to be rechecked for flatness and resurfaced again for a new headgasket just with a much lower RA value this time. But I dont' want to do this again so the only thing I can really think of to correct the issue is a better RA (smooth finish) on the head and a good proper cleaning on the block so I need your advice on how to do it right to make sure I am doing it right. I would like to here everyones advice on how much torque should be put on ARP headstuds (75,85,95) ft lbs and that it is absolutly safe to reuse them.

Just so everyone knows my issue is that the head leaks oil out of it very slowly. It started this after I installed the ARP headstuds one at a time. I replaced the headgasket once but it is still doing the same thing just not as bad this time.
