lifter question

i just started cleaning my lifters due to excessive lifter noise from installing hks 272's and when i took the valve cover off i pushed down on all the lifters to see if they would move with the rockers on them and none of them did wich is what is supposed to happen. i just pulled two of the lifters out cleaned them and reinstalled them and now i can push the lifter down with some ease with the rocker on top of it. is it supposed to be like this when you clean them or not?
