no i did no ttry moveing it with my finger over the nipple and yes i tryed driveing with the vacume line off and still got no boost

Wait you say the bar went back in? How much?
It sounds like the wastegate in the turbo is being held open by something, like one of the flappers is broken and holding it open.

about a 1/4 1/8 inch had to pull the bar out slightly to put it back on the flapper where the cotter pin holds it on

If it was like an 1/8 that is okay. I thought you were saying a lot.

How many miles do you have on the car and what kind of mods do you have?

It sounds like the wastegate and actuator are working okay but the turbo is just not making boost. How are you hooking up to do the pressure test?

I would pop the inlet hose off at the turbo and take a look at the wheel and housing. See if the wheel is hitting the housing and how much play is in the shaft.

stock execpt for intake boost controler clutch

i just tryed a test on the acuator and it works..

turbo spins fine no dings or nicks little no shaft play

im thinkn somthn is holding the waste gate open enough to leak..

If you are pressure testing it from the inlet all the way to the throttle body and it holds pressure then it pretty much can only be the wastegate is open. Only getting 3 psi is a pretty big leak if it were on the intake side it I would think it would be pretty obvious.
I am thinking that maybe one of the two wastegate flappers maybe came loose from the arm and is not sealing the port. It may even be gone from the port completely and laying in the cat. I don't see what else it could be at this point.

You may be able to pull the downpipe down and look up in there with a flashlight. A lot less work then pulling the O2 housing off.

hrmm aight ill work on doing that then.. glad im puttn it off.. lol might just take it to a shop also.. :-\ tryn to decide

also gettn a ses light code 0420 basicaly sayn that the cat is not working correctly :-\ umm.. not sure.. kinda maken sence.. im thinkn that it might have fallen off and into the cat like you are sayn...

Well no boost in open loop the car is probably dumping fuel that the cat can't compensate for so the O2 thinks the cat isn't working.

ok got a nother question.. if it was the waste gate open and i did a preasure test wouldnt it just leak thru the waste gate? need an answer yes or no

No. On a pressure test, none of the air escapes through the exhaust valves (the air shouldn't enter the cylinders through the intake valves either, if you are trying to isolate leaks up to the throttle body) asssuming you have the car at TDC. Even if it did, the air would either go through the flapper door (if open or broken) or the turbine wheel.
