Bad BOV or Boost Leak????

I have tightened all the fittings, and double-checked all the joints. I can turn the boost down to 1.3, and it will hold solid, dropping only to about 1.2 at 7K. If I turn the boost up to 1.45, then it drops off after 6500, and you can hear it a rush of air up front, like it is blowing off, and it drops to 1.1Bar or lower, and then holds there.

If it is a leak, I have no idea how, I have the fittings so tight now, they are almost eating through the hoses. (however they are not).

Thoughts?
