turbo studdering @ 3-3.5k rpm

turbo studdering @ 3-3.5k rpm
I have a question. When I'm cruising around and i'm around 3-3.5k rpm, my turbo starts to studder. I was told that the turbo was "front loading" which i totally didnt understand. I'm a little concerned b/c sometimes when it happens my egt will go way down but my afr will go really lean >17.2 and to get it to stop i have to let off the throttle then come back on. Just out of cursoity, when it started doing it I pushed on the gas and i made like 10psi, but it started getting worse so i let off. i've read about the turbo surge and how the car will buck, but it doesnt buck. I think i read on here where it was happening to people and it was their bovs messing up. Anyways, any help or suggestions is greatly appreciated.

i've thought that it was possibly the bov since i know that if its a vta it would lean out the car. if this was so, if at that particular rpm and the bov started fluttering open then it might be it. still it doesnt make sense b/c it should happen more so at higher rpms and it doesnt.
