I think the code you got is from the boost solinoid being unpluged from the harness. Its located under the airbox and uses the same mount but underneath, it also has to ports where vac hoses conect to - this is part of your factory boost control/taper system. I cant quite remember how it's originally setup but one hose comes off the intake ducting downstream the box and maf, one comes off the actuator, another from a port off the I/C housing off the turbo (boost). There is a tee in the system too and two of the hoses plug into the solinoid.
You need to look at another stock setup or get a factory service manual for there are many different wrong ways to hook it up.
It would be much, much easier to get rid of the whole stock boost tapering headache and install a mbc. This will have you plug 3 of the ports (2 on solinoid and 1 on intake ducting) and simply fits inline between the boost (turbo/IC house) and the actuator.
Once you got it working right 20 psi may cause you to keep the car. If you only seen 10psi with the car I can see why you want to sell it.

He just needs to get the factory vaccuum lines setup properly, then connect the BCS and MAF plugs.

03-04's normally have 1 restrictor pill
05's up have 2
...restrictor pill ...restricts boost ...so if the pill is removed you should be boosting waay more than 10/11psi... also those boost numbers resemble safety numbers the ecu puts the car in when something is not right... known as "limp mode" ... i would start with...resetting the ecu or just disconecting the neg - terminal on the battery for 15mins then go for a drive...if you're still at 11psi and have no SES(service engine soon) light then check your vacuum lines...check your stock boost solenoid...either the solenoid is been disconnected or it's actually gone bad.... i'd like to see pix of the solenoid set up to see if it's in the right orientation

Nah, when the pills aren't there, it does wastegate pressure, which is 11psi. That doesn't happen just from limp mode. We've had countless people have this same problem and it was almost always from not having the stock boost lines in place with the restrictor.
Not having the restrictor pill does not make it boost high, just fyi.

Warr was just correcting the false statment about "no pill = no restriction = no boost restriction" When actually the pill is just tricking the wastegate on how much boost the intake is seeing ( like a MBC does). Making it see less
