The elimination of the nipple on the lower pipe does not pose a problem. Its a boost source and that line will then need to be T'd into the line that goes to the top of your BOV.

I guess my point was: If he put on the new pipe and diden't Tee into the line that goes to the top of the BOV, He might be having some of the problems described.

OK, there is a pipe with a nipple that bolts directly to the turbo. That is NOT the lower intercooler pipe. I have attached a pic of the piece.

#13 is the pipe you are talking about. (Air Outlet Fitting)
#12 is the vac line that you are wondering about (Vac hose Connection)

I do not know about the kit that you purchased but I have not seen many kits that replace that piece.... I would put the stock piece back in and cut it down a use a silicone coupler to connect to the new kit. Hope it all works our for ya.

FWIW- the book I am pulling from is the 2003 evo manual.

Yeah, thats what I took a picture of. My Buschur Lower intercooler pipe kit came with a pipe w/ flange that bolts to the turbo, which replaces that stock black pipe with nipple. (#13) In other words, the LICP kit Buschur sent me (and deepseadiver apparently) is a complete kit that eliminates all stock piping between the turbo and the intercooler.

The problem was, the flanged pipe that came with the Buschur kit (which replaces the stock black pipe) does not have a nipple on it, like the stock black pipe has.

But it isn't really a problem. Because we just took the Vac line (#12) that was connected to the nipple on the stock pipe (#13), and "T'd" it into the line that goes to the top of the BOV.
