Boost leak test gone terribly wrong.

I have a vacuum directly from the Jpipe to the BC and from the BC to the wastegate, no solenoids no restirctors nothing,. I never had a problem before. I compltely lost control of the wastegate I also tried a different boost controller thinking mine was bad as previously mentioned. My boost gauge reading is correct as i have a map sensor connected to the ecuplus and is showing the same thing. And yes the car felt slower and slower everytime I went wot the car would boost less and less until it reached the minimun. 12 lbs.. I am now boosting 15psi because i had to readjust the wastegate in order to boost a bit more but cant control it.

- I replaced vacuum lines
- Tried a different boost controller.
- Checked for boost leaks
- Checked the BOV for leaks.
- No shaft play on the turbo.
- Tried switching vacuums on both boost controllers.
- Took out the wastegate And was readjusted.

I had this problem on my 2g. It was a stuck open EGR valve, Took the EGR valve off and replaced with a plate, boost was normal again. There was a runner from the intake port to the exhaust port for the EGR valve. With the valve open, boost would leak down the runner into the exhaust port, out the exhaust.

It was an option on the 2g's but on the evo a Block off plate and it will send a CEL. I will try a different wastegate and if that doesnt fix it I'll end up replacing the EGR valve. Thanks for your input.
