Stock 03's aren't that fast to begin with especially compared to 05 Evo's and 06 Evo's. Do a flash and a turboback and that will awake your car, but do check for boost leaks in the first place.

The stock 03 is suppose to boost 19.5 and drop to 16.5. Since you didn't start from 0, but instead started from a roll, I am not surprised that you just barely gained on the Altima.
