There is no "best". It's completely personal preference. SOme are quieter and some are louder. BTW, turboback is not a term used much in US or Japan. It's an australian term that became popular with the WRX. THe downpipe and cat back exhaust are usually sold seperately with the EVO.
Ideally, when shopping for a dp, straight pipe and a cat back exhaust, you're looking for the largest possible piping diameter you can get. Majority of turbo cars runs on a 3inch dp all the way to the exhaust, thus creating less back pressure, possible lost in low end tq. but has been compensated on high hp.
HKS, JIC, Greddy.. etc makes a dp for the Evo and they are very good quality.. meaning good welds, jet coated and what not, 304 stainless steel constructed. But they will run you quite a bit as far as pricing is concerned.
