Error Code:P0136
No it is not causing any change in a/f, fuel cut as it is the rear o2 sensor. This is for emissions control and nothing else.
1. Do you have a test pipe or highflow cat?
2. Do you have an o2 fix like the mecahnical one or electrical one?
When did the light come on, and did you do any mods to bring it on.
If the answer is no to 1 and 2, I would unscrew the o2 sensor (with a o2 sensor removal tool, and inspect it.
If it is wet, or is really carbonized, it may be ****ed. If you can borrow one from a friend who has an evo, swap the sensors out or buy a new one (!00 bucks). They unhook from under the passenger seat (u have to take it out and peel back the carpet I believe.
If the new o2 sensor works, that was your problem, if not, the search continues.
If you do have a TP or highflow cat, put the stock cat in and see if that cures it.
If you have either a mechanical fix or elec fix, you could try swaping to the other (you can buy the mech fix for 20 bucks, and the elect for 50 bucks.

I have a 3''Highflow cat, a 3" Dp, 3'' exhaust, stock inj,stock fuel pump, Egt guage,Dejon tool Mbc (19psi) and a SAFC 2 TUNE (on 91). I have been hitting a "Boost cut @ 5,000" Rpm @ W.O.T. and the boost doesn't spike at all. I had a "missfire" code come on because one of the spark plugs was bad in cylinder #4 and I changed it and my idle is fine now(cause it was lumpy before). Will the "P0136" code effect the way my car will perform and do you guys think that I should put the 720cc's and the Walbro fuel on to eliminate the "boost cut". Also, by installing those parts that I just mention will it eliminate the "boost cut" thats going on in my motor?

The P0136 code is not causing boost cut. Like I said, that sensor is only for emissions realted stuff. The front o2 sensor (bank 1 senssor 1 helps with fule trim etc).
You could try to get a flash, if you are getting boost cut. It might help. Not sure why you would see cut at 19 psi though
