Bubbling / hardening near coolant lines + low coolant?

Bubbling / hardening near coolant lines + low coolant?
I did a search but received no conclusive answers.
I have an 05 GSR with around 6500 miles. Went to change the oil the other day and noticed that the coolant has bubbled / hardened around a couple of the lines. Also, the coolant is below where it should be while the engine is cold. I read a couple of threads that said it should be the HG but I have a hard time thinking that could be the cause considering I baby the car and only have minimal mods. Any other thoughts?
