What size waistgate? If the waistgate is full open and cant move that air it will creep.

Could be a poor manifold design or the wastegate. What spring is in the wastegate?

Its a ported 2g manifold. Unsure of what spring is in there, I was thinking it was too stiff, so we cut it and it didnt have any effect.

Is it a ball type MBC? Who makes the waste gate? is the piping large enough before and after the WG?

It didn't creep at lower boost though?

Have you removed the WG and make sure is moves through its whole range and doesnt get hung up?

Hallman Pro (brand new) MBC, the wastegate is SS Autochrome, its welded off the manifold. Piping is fine.

I get some creep with my 40mm Tial WG. At anything lower than around 23 psi I will have creep... with boost set above 23 psi I get zero creep.
