Some have broken or failed, but in normal operation, it does not bleed off or leak boost at 21psi.

What do you mean you see your boost gauge surge? Be careful using the term surge, because it has 2 very specific meanings (compressor surge, etc). And what do you mean by saying it surges and THEN holds the boost? Explain this please.

If you're saying your boost goes up down, up , down, then that's a different problem not related to the DV. Could be the MBC or whatever you have that is controlling boost...

no boost controller just ristrictor removed

Well, that's your problem. Removing that pill will give you more than stock boost, but it's unreliable, erratic boost. Get an MBC or put the pill back in...

So i will do that then MBC
but as for the DV there would be no gains to a (FPDVEVO15)
