You want the real answer? Here it is in short form.
California sold 92 octane for a long time, but used a blend of oxygenates in order to hit that octane while still meeting the state gov'ts ban on other, more toxic octane improving chemicals. Well, the formula for that blend was owned by one of the gas companies, and they wanted to get paid for it by all the other companies (all your gas comes through one pipe, which is why they all had it in the first place -- it's not until it gets on the trucks that it gets "tailored" to the brand).
Well, the other companies didn't want to pay. So, rather than back down, they didn't allow anyone to use the formula and the octane rating dropped to 91. I have even heard that some testing has show it's not even really 91. :-( Toluene is your friend...

from what i understand, ADOT believes that the southwest/west coast needs lower octane gas to help "performance cars" pass emissions which is retarded cuz cars that run higher octane gas perform better/run smoother hence passing emissions. they also figure it would cut down on speeders since 1 would have to fill up more at a higher per gallon price. CA alone has more Porsches than the rest of the country, so they're out to get anyone whose vehicle doesn't look like a baby shoe (SUV) or a sandal (TRUCK)!!!
& AZ drivers need 2 watch their backs cuz of all the CA residents they now have. in due time they will bring their laws over also. they already got Homeowner's Associations (invented by rich CA residents to keep low income housing away) & all the houses look alike...
