The car is an 03 evo and has 264 hks cams, avcr, warlbro 255, and a flash. The car only boosts to .13 bar exactly everytime which is roughly 2 psi. any reason for this.

Just changed the plugs, and did a boost leak test and checked out fine. anything else

 

2psi? We can't even go below 11psi due to the stock wastegate, so that would indicate a busted wastegate or possibly blown turbo?

 

Check and recheck again for boost leaks. Does the car idle OK? If you still cannot find anything, you will have to examine the turbo for damage. Also, buy one of those hand operated air pumps and attach it to the wastegate actuator to see if it is opening at 10-11 psi (which is normal), instead of 2 psi. If the wastegate actuator is working normally, and you have no boost leaks, something is probably damaged with the turbine housing or the flapper itself, or you have a bent/destroyed turbine/compressor blades.

 

Check for:

1) Leaking Wastegate diaphram
2) Stuck open wastegate
3) Take intake pipe off and inspect.
4) All hoses related to boost/vacuum.
