engine / turbo, something is wrong

engine / turbo, something is wrong
Can't boost above 1/2 psi. Slight whriling noise that matches revs. Ran great at a lapping event, stopped the car, started it an hour later and had no boost.
Tried leak test, holds, no leaks, held air pressure through to the oil filler cap.
(btw) the intake side catch can had water, seems a little odd(?)
Checked the cat, not clogged at all.
The intake side of the turbo looks fine, spins freely, has the slightest lateral play.
The actuator rod is connected and tight, spring seems to be normal.
When I try to accelerate the boost tries to build but rises to about 1/2 psi or so then slips back down. Burns no oil.
History; Had the head replaced recently, Have an ebc, standalone, aftermarket filter.
Thge car recently had a coolant failure that meant replacing the head.

could some one explain to me what is happening?
I evidently pushed oil into the hot side of the turbo. I have heard blowing smoke is a sign of a dead turbo, is that because the shaft housing is to loose and the oil is getting through there?
In my case it seems odd that before pressurizing the system there was no smoke.
