First off, you dont even have an Evo. Its like me saying when I get my Enzo Im going to put massive turbos on it.
You need to search more, read more, and post less.

Dont need a ECU, the flash can cover all that.
An intake will give you some more power due to less pressure needed to take air in v. the stock box. But you only really need a cone filter, not the whole intake.
